Seminar Description

The Individuals with Disabilities Education Improvement Act of 2004 (IDEA 2004) refined the significant evaluation requirements set forth in the 1997 version of the law. In this module, participants learn the implications of the specific language of the law on clinical practice. Numerous examples of actual evaluations of culturally and linguistically diverse students are provided to ensure an understanding of the application of these requirements and guidelines to actual clinical practice. Particular attention is given to the appropriate use of currently available tests and other assessment materials. Participants receive explicit directions on how to conduct appropriate evaluations based upon federal law and grounded in current research. Passages from actual evaluations provide examples of how to write reports that incorporate the various points discussed.

Learning Outcomes

Identify the provisions of IDEA 2004 relating to the disproportionate referral of minority children for special education.

Understand the differences between traditional assessment and current preferred practices consistent with IDEA 2004.

Apply validity and reliability principles to current assessment materials.

Continuing Education Credit and Certificate of Attendance

About The Presenter(s)

Catherine J. Crowley, CCC-SLP, JD
Catherine J. Crowley, CCC-SLP, JD, is a Distinguished Lecturer in the graduate program in speech-language pathology at Teachers College Columbia University. She teaches Child Language Disorders, Assessment and Evaluation, and Communication Disorders in Bilingual/Bilcultural Children, and coordinates the bilingual/bicultural emphasis track n the masters program in speech-language pathology. Also at Columbia, she directs the Bilingual Extension Institute, which was the first program in the state designed to train bilingual speech-language pathologists. Ms. Crowley is also an attorney and has worked at the local, state and federal level developing guidelines, laws, and regulations consistent with preferred assessment practices. In December 2003, Ms. Crowley completed her term on ASHA's Multicultural Issues Board and is currently on the ASHA Government Relations and Policy Planning Board. She is a member of the New York State Board for Speech Pathology and Audiology. She has received several awards for her teaching including the 2004 “Outstanding Teacher Award” from Teachers College, Columbia University. In 2000, she received the ASHA Foundation's Van Hattum award for outstanding service to children and professionals in the schools.
